here’s some tips that you can try how to fix loading bar stuck at 80% in simcity social :
Stuck at Initializing error :
- Clear your cache and cookies
Clearing is more effective if you close all the open tabs and windows that are active in your browser and logout of Facebook before clearing the cache, then restart the browser before logging in again.

- Try a different browser

Internet Explorer
Mozilla Firefox
Opera
Safari

- Make sure you have the latest version of flash installed.
Download the latest version from the Adobe website (restart your computer after installing!).
Uninstall the flash player and after clearing cache and cookies install it again.

- Increase the Flash Player Global Storage size.
Go to the Global Storage Settings Panel and set it to 1MB (or, if you have enough free space on your hard disk, set it to unlimited). This will also speed up the loading time.

- Clear the Flash player stored data for applications
close all browser windows, then open Windows Explorer
in the address bar type %appdata%\Adobe
delete the ‘Flash Player’ folder in there
in the address bar type %appdata%\Macromedia
delete the ‘Flash Player’ folder in there
